AAA mentality, drop DLC's that doesn't improve the gameplay, make graphics and not mechanics, people would buy it anyway... So yes, Hitman was supposed to be far better game but they didn't implement it. Hitman is a fun game yes, but it could be far better, the best Hitman game for me is Hitman blood money, equipment freedom and freedom of gameplay, takedown animations, hostage taking shootouts and story.
But they did improve the gameplay, and the DLC's do actually far more than people like to admit to. They don't add mechanics like this, either because they had no intention to do so, or because it'd conflict with their own balance strategy. Or, you know, didn't fit the tone of the game.
Blood Money is notoriously limiting compared to the recent trilogy in a lot of ways, and what you're deliberately ignoring is the refinement of mechanics later games improved upon. Enforcers replacing the confusing-as-hell warning meter, hiding two bodies in one container; things people would actually use in a stealth game. Human Shields and hostages would break any semblance of a firefight; that's why they weren't added.
