Here is a 'preview' (Only PARIS and SAPIENZA at the moment) of the new 'All NPCs Have Guns' mod I've been working on (might change the name ), it not only turns every NPC in the game into a guard but allows their guns to be selectable or randomized with a simple push of a button!
Basically, I have extended my 'All NPCs Have Guns' mod in such a way that any and all of the REPO guns (pistols, snipers, shotguns, and smgs) are now fully selectable via a simple WPF application that I made.
On top of that you can choose the 'Random' option in the application and it will completely spread all of the available REPO guns across all the NPCs (and NPC Guards) in a given map. (If you want to 'Randomize' the guns again, just run the program one more time.
To install: 1. Patch your packagedefinition.txt file which resides in the Hitman 3 Runtime folder by using Notex's online tool by dragging and dropping your packagedefinition.txt file in the edit box, clicking "Set Patch Levels" which will change all the patch levels in the file to 10000, and then clicking "Save File" and saving the file back to your Hitman 3 Runtime folder and overwriting your old packagedefinition.txt file (you can backup the original if you desire). You can also get a Pre-Patched packagedefinition.txt file, again at Notex's site?. 2. Download the either or both of the two preview files at (Sapienza-AllNPCsHaveGuns-v2.0-preview.zip, Paris-AllNPCsHaveGuns-v2.0-preview.zip) and extract the filesinto your Hitman 3 Runtime folder. If you still have any v1.0 RPKG files from the All NPCs Have Guns mod, please move them outside of your Hitman 3 Runtime directory temporarily when running the v2.0-preview of this mod and when running the "AllNPCsHaveGuns.exe" program to configure the v2.0-preview file(s) themselves, otherwise they might get overwritten! 3. Go to my GITHUB and download from the Releases section for "v2.0-preview", the "AllNPCsHaveGuns.exe" file, place it in your Hitman 3 Runtime folder, and run it and then merely select what gun you want all NPCs to have or choose "Random", and then hit the "UPDATE CHUNK*PATCH47.RPKG MOD RPKG FILES" button, that is it! 4. Run Hitman 3 and enjoy 'trying' to stay alive when every NPC around you has a gun!

You have to go into the mod folder in SMF (HITMAN 3\Simple Mod Framework\Mods\ALL NPCs Have Guns v1.0) then rename every folder from "0"-"27" to "chunk0"-"chunk27". Re enable the mod and it should be good to go! It took me months to figure out the solution...
It took me awhile to figure out how to get this mod and other RPKG mods to work with the current SMF version. Once you add the mod to SMF list of mods, you have to go into the mod folder (HITMAN 3\Simple Mod Framework\Mods\ALL NPCs Have Guns v1.0) then edit each and every folder folder named "0" to "27" to "chunk0", etc. and the mod will work when you enable it in SMF!
Combining this with the explosive ammo mod makes Hitman a very different and challenging/fun game.
