First download UET then press WIN+R and copy this: %localappdata%/HelloNeighbor2/Saved/SaveGames then drag the file here then launch the game start a new game then press the X key click on the save, then enter the following for import save: UpgradedPoliceHouse. Enjoy the mod!!
