      The incident only affected mods that change, edit or otherwise affect the models/mesh of armour. 
      This mod should be fine. I tested it and had no problems.

   Willl there a mod that alters the face of the helmet? to be more less fabric and have like a view to see outside of the helmet? The General helmet just looks like a tin foil but molded into a helmet.

      The helmet is an enclosed visor that uses a camera to see. It's not a robot.
      To answer the other question; no, not by me at least.
      I don't see the tin-foil comparison so I can't help there, and I've stated in the description why I can't remove the rest of the fabric.
      I'm not interested in adding a visor either.
