Yes they are/were, when the mod was working still. I took a look at Halo 3's projectile velocities, and for most weapons, increased them a little again so that they didn't feel too slow.
ALERT - Season 8 broke the mod :| I downloaded it today and neither Vortex or moving things around manually worked.
But I will be eagerly awaiting the day when it's been updated and rebuilt! I loved Halo 4's approach to its storytelling, but not so much it's Covenant, lol. You gave them a really refreshing new look!

I expect that it might not let you, unless of course that anti-cheat only scans the muliplayer maps/settings.
I have had a chance to test this, and so far as I could tell, multiplayer matchmaking was working fine with a modified campaign map. It looks like the anti-cheat ignores single-player files.
I really enjoyed the mod! One area of feedback I wanted to give is maybe instead of giving the AR so much range, let it exist as a CQC weapon, give it 60 rounds and let it recoil lock enemies and have faster melee speed like in CE? A trap a lot of mods fall into is "make the assault rifle a fully auto BR is how you make it viable" where I think a more interesting solution would be "turning it into the ultimate CQC weapon"

Due to Halo 4's weapon sandbox, I have deliberately shifted the AR to a more accurate model to offset the existence of the SAW, which will be a monster at CQC but not so good at even medium ranges after my tweaks.
I would normally agree with you, for instance, in my Reach mod the AR was a 40-round CQC beast because there was no other UNSC automatic to share it's space/archetype.
There are more levels to be released soon with more of the updated sandbox on display, I hope you are interested in revisiting to see what the AR looks like beside the SAW.
So far, the only available map is Dawn, but I am just making a few finishing touches (updated) on Requiem from working on it for nearly a damn week! I expect to be able to release it within the next 12 hours.
The next map is where you will see some of the vehicle sandbox and the modifications therein. I don't want to spoil anything, but the vehicles have even more distinctive roles, feel a lot more capable and have a higher survivability in their doomed states than in vanilla Halo 4.
As for friendly AI, you can expect changes there, but not to missions where they were not previously available.
