Whichever you choose when installing, works for both. It is easier to uninstall when using mods folder, but having it in mods folder will take a couple more Gigabytes on your HDD/SSD.
Yep, all of the texture mods work on every game version, texture mods are update-proof, only the mods that alter config files get broken with updates, for example any mod that alters gameconfig file and stuff like that get broken with updates.
