Can you just upload a file that is ready to use with the Xbox controller plugged in? Would be nice and convenient for us that don't wanna mess stuff up via editing ANYTHING. Thanks for doing this and making this mod! Excellent. Now I have another question....
Will this work with the mod that lets you keep car running when exiting vehicle? I have a mod installed that lets the car keep running when you press Y on controller, and to turn car off you literally hold Y to turn off and exit vehicle. Will this mod cause any issues with that mod at all?
The lock/unlocking only affect your current vehicle. Old vehicles will keep their state until they are removed by the game, when the system doesn't think they are needed anymore. So it doesn't save vehicles from not getting removed by the system.

I don't think there will be any conflicts with those mods but I guess the only way to know is to try it out.
