My mod increases population and scenarios..... Sets pedestrians and cars to 500.
Edited the scenarios time start and time end (0. 24.) so that you'll see people sitting on benches, hanging out at ballparks, jogging, doing Tai chi, leaning against walls, all day.
Edited the scenarios probability of seeing people work on their cars and look through their trunks. The default value is 0.2. I increased it to 1.0
also increases the stream ini file located in the pc folder so the game won't crash as often.
(614400 is 6gb) change depending on your VRAM.
the games default is 204800 for 2gb
