If you look at the before/after screenshots, you see that his torso is glowing because of a normal reflective material , that is not a tan line, but a bug on the texture itself.
texture and material are two different things my friend its shiny because the material is skin, the texture is a tank top still youre thick-brained as hell they messed it up really bad and it doesnt look like a tank top because of the skin material causing a slick sheen on him
I am not sure if you are speaking to me, but we both know that whatever grove street tried to do with the shirtless peds was not supposed to look the way it ended up looking, MAYBE they wanted to emulate skin by making it a bit more glossy but somehow forgot to add it to the arms which makes it just stand out more, no idea. all we know is that Grove Street Games once again messed up lmao
