The HOME key should close the ReShade menu. If none of the keys work and the menu is still open, you can rebind which key opens/closes in the settings tab.
It likely will effect FPS, but how much is going to depend entirely on your PC specs and resolution (as it's a post-processing effect, the higher the resolution the more significant the performance loss).
It's both fog and blur. As I mentioned in the description, you can toggle them individually, as well as adjust the intensity. If you want fog only, disable the DoF effect in the ReShade menu.
You can turn off the blur in the ReShade menu (read the description).
Also this is only a distance fog. Volumetric fog, theoretically, won't be possible until we get something like ENB compatibility, or ideally an easy way to inject UE4 post effects. I've spent all day poking around at the game trying to get custom materials in. I didn't have much luck, but it does seem like something that will be possible as the community chips away at the game.
I don’t understand why to do ReShade if you can make fog using Unreal Engine tools. It's stupid. I just made a fog just yesterday, which, although it does not fit into the game, requires editing who is familiar with Unreal
Yeah I agree with Toxcijuice, he just made it using the tools he had, don't call people stupid for being new to modding, basically everybody right now is new to modding this game and if you could make a better fog mod that doesn't use reshade, go for it I would also love to see that
In theory it should be. I only tested with San Andreas, but it should generally work the same. If the fog looks off for the other games, the settings can be easily tweaked in the ReShade menu.

have a good day!
I did what I could given the knowledge and tools that I had, so maybe don't call me stupid for that, my dude.
