I've managed to do it by cleaning SPELLFX instances in _work/Data/Scripts/System/VISUALFX/VisualFxInst.d, compiling to VISUALFX.dat and packing to standalone .vdf mod. Compilation date is set to 2050, if you have any mod that touches VISUALFX.dat and has greater compilation date it won't work.
With Union you can just put the changed VisualFxInst.d in System/Autorun folder and it will be merged on game start automatically.
Tested on Gothic 2 Returning 2.0 New Balance (version August 2022), but it should work on any Night of the Raven version, unless they are using different spell fx instances.
Please let me know if there are still some glowing weapons left, I will fix them as well.
