Yes the Patch have german and english language, you have nothing to do the pacth autodetect your language and yes like many other patches based on "Ninja" you can install this patch on many other Mods/Patches. Have fun!
No, for Union Plugins a dev need c++ skills, for Patches is only Daedalus needed (Script Language from Gothic). Daedalus is extrem easy to learn. C++ need more effort.
