I recently modded this and wasn't able to get it working on steam even with going online. However, I decided to change the WeaponModsAndArmour_Operation.csv and it worked immediately. I'm not sure if both need to be edited because both of mine are but if you are having issues also adjust the file with Operation in it.
Cero means, the same than the original? I like the game, only I hate how the guns accuracy is defined, the enemy is in front and with 80% precision and fails most of the time, i hate that.

"While most of the files in steam folder are moddable, others, like mission rewards, are not. For example, mission rewards are stored in both folders, Steam and Appdata, and the appdata files always override the files in steam folder. This seems related to the ever connection to the microsoft services and the xboxlive accont, or whatever it's called now. Even if i mod a file, and then i put it under "read only", the game keep loading the base values. There is a json file in Appdata called Overrides that i think its responsable for this problem. Even if i delete the file and run the game with steam offline, the file its immediatly redownloaded from the game server in its proprer folder."
The game is still new, so many things are unknown. For anyone wanting to investigate further this issue, I think this "AppData" folder is hidden in C:\Users\<username>\AppData\Local\Packages\Microsoft.GanderBaseGame_xxxxx (or something like this).
Unfortunately, Windows does not give access to the appdata folder, no matter how I rummaged around on the Internet to make myself an administrator, nothing happened for me, if anyone has any information how to access the folder to make changes in it
Windows should allow access to the app data folder. By default, I believe it is hidden so you will need to set your folder permissions to view hidden files/folders.
have you tried deleting the contents of the overrides.json file and setting it to read only instead? it should (i think) prevent the game from re-downloading it, given that the file itself is not actually missing.
Some things are amiss - some weapon types are now blank (give nothing) and some armor parts now give a "Defence" stat that i'm not understanding what it is doing (neither evasion nor health)
Doesn't work for me. For example my Legendary Drum Mag has +5 Ammo and after I copy the CSV from Excel it has nothing. I noticed the CSV from your Excel has 3133 lines while the original WeaponModsAndArmour.csv has only 769 lines. Wondering why?
would it be possible for someone to make a character customization tool? like I know that characters aren't random and there is a race system to determine facial features. I also know about height and all that but would there be a way to manipulate it so we can have our character have a more XCOM style of character customization?

The Steam version apparently downloads and overwrite each time you load the game and resets any changes made by these mods. The only way I know to get these mods to work is to completely disconnect from the internet prior to loading the game.
