Requirements: Mercenaries DLC. It uses the colonizedeadplanet ability from the DLC. Crusade Expansion Pack. The "ShipComponentDefs.xml" belongs to that version of the game.
Compatibility: With any mod that doesnt change the "ShipComponentDefs.xml" Compatible with my other mod: Simple Ideology
Installation: Extract the folder to your "*\Documents\My Games\GalCiv3\Mods\"
What this mod does: It allows the colonization module to be used on dead planets too.
AI: Not checked this information, but I believe its not AI friendly. (so it can be considered a cheat)
Balance: The dead planets stay dead, they start lv 1.
Future Updates: If I find a way to make it more interesting, I will. But no promises.

Update 1.1 Bugfix - I used the wrong xml and only noticed after like 2 game hours. Now I redone with the correct xml. (Do I upload barelly tested stuff? YES!)
