I'm not sure, I don't have FH4. If FH4 contains the same GlobalCarAttributes.xml file then you can try modifying it yourself. Try searching for that file in FH4's install directory. Open the file in Notepad or Notepad++ (preferred) and look for MaxRPM= (it might be on the second line). Change the number that comes after that to something really high like "100000.0". That should do the trick hopefully.
I can understand that it is a "featured" limitation for the console, but why leave it in on the highest (higher) performance levels on pc? And what des this mod actually do? Are you just making a blank object so the game loads a "nothing" object, or are you forcing other things to load instead of the "blurry gofast" rims?
By default, the game is set to replace the rims with a lower quality version with high motion blur once the rim reaches a certain rotation speed around 175 rpm. The mod changes this value to be much much higher, around 5000 rpm. Since no one is ever gonna actually reach this wheel speed while driving, the wheels will remain high quality throughout.
I also have no idea why the devs have implemented this, especially when this has no real impact on performance. Maybe it's because they think the motion blur looks good but the transition is so awful that it defeats the whole point.
I've had Forza on my PC since release, haven't played that much but this was one of the first thing I saw and disliked. Today I went and search for a mod and found yours - thanks for this mod, looks great!!
On a side note, hasn't there been a mod for this until now...? :D
It's even in the upcoming Forza Motorsport lol. If it's just as easy to get rid of it in that game as well, that'll definitely be the first mod I make for that game ;)
