When you add Al Bhed Primer volumes it only symbolically adds a reference to the item in your inventory but does not actually "activate" the translation of the letter associated with that number. If you use the cheat table and look in your inventory it appears there but if your try to speak to an Al Bhed character or read an Al Bhed inscription the translation does not occur.
If you meant table of monsters temporal data, from perspective of the fight: This table probably will be in future. In current state it is just an idea (what I want to achieve).
If you meant table with possibility to change monsters attributes/stats permanently: On nexus such mod already exists. You can search for the mod: "Final Fantasy X enemy data editor - mod making tools"
With PCSX2 all much complicated: 1) Addresses are dynamic there. This means that they are changing every time PCSX2 is restarted. 2) Also If I'm not mistaken different images of FFX (like PAL, NA etc.) have a bit different memory data structure.
If you want to do it manually I can recommend to use some initial base parameter, which will be easy to find (for example it can be Gils number) and from that address to build offsets to other parameters, because these offsets are always constant. But you need to know how to work with HEX numbers and convert them from DEC to HEX and reverse.
Solutions for PCSX2 If I'm not mistaken for PCSX2 there is special tables exists, with extension .pnach, so you may want to search topic "pcsx2 ffx pnach"

To find new parameters it is required to do manual searching inside the game memory. Some of parameters are easy to find, some are more complex. So as you might have guessed, finding many of them can take a fair amount of time, that is why these tables took a long period of time to complete and orginize. It is a bit sad (but honest) truth.
