Cloud has like no eye brow hairs his eyebrow is drawn on like makeup on his face texture file and since it's so bright and blond it peeks through. If you zoom in on his red or black styles you can see flecks of that color on his eyebrows. I also used an outdated method to put those colors in so something else might work.
Tifa comparatively does in fact have a noticeable change because she has more hair there.

Ok good. I know there were some issues with the animations and the models having different skeletons, I just didn't know if we were any closer to getting those mods yet. Assuming we do get to that point, would it also be possible to change the menu text and subtitles to reflect the character whose model is being used? For example, if a mod were to allow Jessie to be used instead of Tifa, would there be a way to have Jessie's name and render in the menus instead of Tifa's? And adjust the dialogue and subtitles so she's called by the right name?
Also, what about a mod to keep the targeting circle in the dart game from moving around on its own? Is that possible? And one to make Jules beatable would be nice, too. As well as infinite health in the motorcycle games or a way to control which scene you get with Jessie at the end of the first one (besides the normal way of finishing the game with enough health).
