Glad you figured it out! Correct that Seph has to actually be in your party to make a change with the Dresscode version (like in the prologue or with a party mod). Otherwise, you can just use the PAK version to affect his models during default gameplay.
Holy lightsabers and makos! Imagine Cloud sprinting through the corridor, and instead of Sephiroth’s single hairlock, you get that ominous breathing. Like, “Uh… did someone leave a defective air conditioner on in here?” And those memorable lines: “I find your lack of faith disturbing,” now replaced with, “I find your modded Cloud model… insufficient.”
May the Force be with your mods, because mine sure as hell just leveled up!

Your Luce (Aerith) is working fine for me through dresscode, so just wanted to mention this.
I'm pretty confident it's not something on my end, but never know.
But using dresscode mods is so straight forward, and I don't have any other Sephiroth mods installed.
Have it installed in: C:\Program Files (x86)\Steam\steamapps\common\FINAL FANTASY VII REBIRTH\End\Mods
The same as all my other dresscode mods I've downloaded.

edit. nevermind, I assume you have to use one of the add extra party members mods along with this.
