If anyone should have the problem of being unable to load this save:
Within the same directory you'll have to place the savefile in (MyDocuments>SquareEnix>FinalFantasyVIISteam>user_#######), there's also a "metadata.xml". Open the xml (preferably with a tool called "Notepad++") and delete all timestamps for <savefiles block="1"> EXCEPT the first. Now start the game with the provided save file and it should work.

So my metadata file looks just like yours, for whatever reason when I launch the game through Steam (cloud saves are off) it keeps deleting my save. The only thing that kind of worked is exiting the game, leaving the launcher up, deleting the metadata folder, inserting the save and finally starting the game with the launcher instead of Steam. How did you get this to work by using Steam and not deleting your file?
Instruction #4. YOU CANNOT EQUIP THE MATERIA YET. You must play through just a little more story until you unlock the Materia Tutorial. Once you get to this point you need to "Arrange" the materia because they way it loads at the bottom of the list.
