What you would expect from a save file completed in FF mode with all side quests (+ DLCs) cleared on both runs.
Tried to look for a completed FF mode save file, just to find stuff missing in them, so I just played through it myself.
No, I do not and will not have a save file without the 2 DLCs.

Notable items in this save data:
- Original Sin (best weapon)
- Reinforced Eludium Gear (best armor)
- Genji Gloves +1, Pull of Darkness +1
- All Chronolith Accessories +1 (including Leviathan)
- All 6 Bits (Echoes of the Fallen Accesories)
- All Reflections (Rising Tide Accesories)
What IS NOT in this save data:
- Leviathan Accessories that need ringing ores around the Rising Tides Map to be crafted
- Full S rank Kairos Gate
- 3 orchestra tapes (2 from chests somewhere, 1 from a shop somewhere)
- Lv110 (currently Lv101)

File Explorer > Documents > My Games > FINAL FANTASY XVI > STEAM > (numbers) > place here
Open game > Load Game > Player Save 50
