You really should be using Vortex nowadays not draclab. It's has a bug that can cause things to fail repacking the VBF files.

The go-to method to install mods right now is:

If you used Draklab before, verifiy your games files via Steam.

Download, install and open the Vortex Mod Manager.

Select Games on the left side bar.

Search for Final Fantasy XII and select Manage.

Download and install the External File Loader.
