It wasn't working for me either but I got it to work! After you download and Extract the Mod enabler on your PC, go to the new folder it created: Downloads\Fatal Fury COTW Mod Enabler-1-1-0-1745240203\CotW\Binaries\Win64; in the Win64 folder you will see a bitfix folder and a dsound.dll. Highlight these two and move them to the COTW Win64 folder. For me it was: C:\Program Files (x86)\Steam\steamapps\common\COTW\CotW\Binaries\Win64. Put the bitfix folder and the dsound.dll in the Win64 folder. THEN go to: C:\Program Files (x86)\Steam\steamapps\common\COTW\CotW\Content\Paks and create a Mods folder and put it into the Paks folder. THEN download the mods; Extract them; put them in the Mods folder you just created. Mine looks like this: C:\Program Files (x86)\Steam\steamapps\common\COTW\CotW\Content\Paks\Mods\naruto_p3.

Both the bitfix folder (containing sig.lua) and dsound.dll are present in ./CotW/Binaries/Win64.
Mods are put in
./CotW/Content/Paks/~mods
What am I doing wrong?
I play the game via Proton.
Don't get hung up on that. I use UE mods just fine with plenty of other games.
