There is a more recent mod that does things better, but this one doesn't need to run an ".exe", so for me it's safer therefore better.
As the aiming down the sight goes higher, the aiming point is not the center of the screen anymore (something like 1/3 higher : the -0.32 value), it can be tweaked down. It is playable with the crosshair; just don't expect to aim at the center the screen.
Advice :download the file to see how it works but don't use it as it is : it is the personal settings of the modder, it will overwrite your own.(See the mod description how to do it), just find your gamerprofile.xml and edit it.
P.S : the default values are 0.0 for both X and Y offset
You know how change the hand FOV? Because when i change the FOV,the hand isn't far or near! You know how i can do this! And thanks about your Model change mod!

It has nothing to do with fov at al..
Because when i change the FOV,the hand isn't far or near!
