These instructions rely only on Nexus Mods tools (no broken links), any archive extraction tool, and spell out exactly what to do to get the wingsuit from the get-go. Enjoy!
Installation:
Download this mod and open the archive with something like 7-Zip (keep the window open).
Download the Gibbed Dunia 2 Tools from Nexus Mods and extract it to a new folder.
Go to the game's data_win32 folder (e.g. C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\games\Far Cry 3\data_win32), back up patch.dat and patch.fat, copy them to a new folder called input, and put it in the Gibbed mod's bin folder.
In the bin folder, while holding Shift, right-click the empty space in the window and choose PowerShell (preferably Command Line).
If you opened PowerShell, then type cmd and press Enter to get a command line going.
Type the following or copy-paste it (I use right-click to paste in Windows 10): Gibbed.Dunia2.Unpack.exe .\input\patch.fat extracted
In the new extracted folder, drag the domino folder from the archive in step 1 into the empty space of this folder so that it is merged with the other domino folder.
Type the following or copy-paste it: Gibbed.Dunia2.Pack.exe output.fat .\extracted
Back up the two new output.fat and output.dat files so you never have to do this again, and finally copy them to the game's data_win32 folder so they're overwritten (make sure the game is closed first).
Gameplay setup:
Once you're able to explore the world, focus on at least getting four grenades in your inventory. You can make the next part easier by also having a bow from completing a few towers. You can hunt and craft to be better prepared since the trip in the next step is particularly long and you won't be able to fast travel if your game crashes like mine does (save often).
Once you're ready, check the map's yellow icon for the starting town, Amanaki Town. Travel as far right as possible from there to find an outpost called Tequila Sunrise. It should line up horizontally with the starting town on the map. You can use a boat to move around the whole island from the north side if you want. Note: I did this 10 hours in, so if the game prevents you from getting there, then play through the main missions until you can. One will eventually unlock Badtown right next to this outpost anyway.
Beat this outpost by killing everyone but the two heavies (slow, armored guys). You can still be undetected for a bonus by carefully throwing two grenades at their feet while behind their back and behind cover. I stayed on the southern hill and used a sniper rifle with sound suppression on everyone else. Lastly, you can take out your camera and zoom it in to mark everyone in the area.
After beating the outpost, you'll find that the wingsuit is unlocked. Jump off a hill that is high enough, and you'll see the prompt to press the Run button. I didn't have to play the knife-throwing minigame to trigger it; maybe you will? The minigame should now be on the map next to your position (it looks like a target symbol). I died after the prompt first appeared and had to run around Tequila Sunrise and toward the minigame before it would appear again.
Pat yourself on the back and know that you won't have to play 10 hours to find the correct outpost like I did.
Thank you for the guide, I would just add as Installation step 10. Rename output.fat and output.dat to patch.fat & patch.dat respectively. Also this appears to work with Far Cry 3 REBORN (TOTAL OVERHAUL) - FOV 90 - HD TEXTURES (Created byverdugo7) after playing/testing for about an hour.

It doesn't work for me. When i get to a Knife challenge, nothing happens. I can't interact with the guy. @n1x4 You've made an error while setting the text file i think.
