I haven't looked specifically for those files, but imo if you download a few mods that alter the sights and start comparing them, you should be able to notice some differences with base game files. If I would fathom a guess, I would say that more likely they would be inside the graphics or ui folders.
OK, coming back to your question because I think I found the folder you are looking for: The path is this data_win32\patch_unpack\graphics\__fc3_graphics\_common\_textures\weapons\_shared
i mean the default sight the ones that aren't on modded i know where they are located in the patch.dat/.fat file but the normal sights are probably in the fc3main.dat/fat files
Oh yeah a tip for other people make sure to save the dds file in gimp or photoshop and not paint.net otherwise it will only work in directx 9 not 11 or atleast for me
OK, did a bit of testing on my own and basically used a couple different image tools to compare different FC3 texture mods. Notably the "Snow Whit goes tactical" which works just fine and the "Mud" character retextures. And tbh I didn't notice anything out of the ordinary that could justify the crashes I have been having with the Mud mod. A user on that mod comments' page mentioned that the biomes files work fine with dx11 even, so at the moment this beats me.
in directx 11 try making your own texture and save the dds file in paint.net for me the sight doesn't show up or it is blinking a lot idk it is really weird it might just be my computer or something but idk
