   How do I add this via FSSE? I can't seem to find it

      Go to FSSE, right-click and click on edit on the dweller of your choice, then double-click on the outfit, click on the custom tab, and write in this outfit ID:
      ScarredT60
      and save it!

   I don't see a mods folder in "C:\Program Files (x86)\Steam\steamapps\common\Fallout Shelter\FalloutShelter_Data\Mods\CustomOutfits"

      Have you installed: Custom outfits at Fallout Shelter Nexus - Mods and Community (nexusmods.com) (install this using modloader, reading their instructions)
      https://gamebanana.com/tools/6974 (modloader, first install this)
      If no, then install it and try putting the files again.

   If you do the quest they added you get the scarred power armor.

      In the Mobile Version of Fallout Shelter, this power was added recently in an update of FOTV. However, the PC Version doesn't support that update. This mod aims to import this power armour to the Bethesda/Steam/Microsoft Store version of PC Fallout Shelter, which can only be obtained from crafting in Outfit Factory (Legendary). You can't get from the quest in PC (There is no quest for this in PC)
