I know such a mod can't happen till later this year or maybe not till next year, and my guess is it will at first only be run within special separate instanced environments made for the use of certified plug-in level mods which have deeper effects on game mechanics. Before they can even become available for our use in this play environment, each mods, in my estimation, will undergo a gamut of tests by a team atVault and maybe undergo testing routines by a semi-AI based system owned by MICROSOFT. (I read up on that very last part, minus anything inter-related to F76, and there is a lot to read)
