Eckserah on Discord shared a version of nifskope that he modified to save Fallout 76 nif files. You can get it at the Fallout 76 Datamining Discord server in the #nifskope channel. You have to go to #role-assignments first and react to "interest in learning about how we datamine" to get access to the #nifskope channel. Note that this version of nifskope does not save Fallout 76 nif files perfectly yet, so you will need a hex editor to clean up the bad data yourself.
I just checked the Fallout 76 Datamining Discord again, the #nifskope channel is still there. I think something on your end is keeping the page from loading correctly.
