I found out what's the issue, the .ba2 file must not have compression to play sounds files, I fixed it by reading a comment from datasnake01 for rad world radio classical station replacer. I extracted the files with Bethesda Archive Extractor and then packed them back into uncompressed ba2 file with Bethesda Archive Manager - Fallout4 Next-Gen Edition with no compression option and Version 1 ba2 for oldgen fallout 4/76. It properly reduces the sound of rumbling and thunders, now it's not completely silent.
Thanks Slosten. [ ENDORSED ] Thanks for being the kind of audio replacer mod-maker that does quieter sounds. There aren't enough authors that make audio mods with choices of reduced loudness. Around a year ago, I had to make the same as this mod for myself after I asked a mod author of a silent version of the nuke zone sounds if the person would please consider making a quieter version and the person refused basically saying : "Silent is silent, I don't do less loud".
I used Audacity's "Pop-Mute" plug-in on most of the sounds, did you as well ? Luv your screenshot too.

all 3 files used with custom ini edit and placing the files in data folder and i can not hear any difference in them.
i do want to hear a little bit of the sound ... and im willing to do some testing with the author to get that as i dont know how to edit these files.
