You can do it in a few ways, usually it just requires changing material file. To edit material you can use this material editor?, just add a glow map and enable emittance and it should work (maybe check emissive too). In case of this mod I also had to change nif file, because material was used by multiple models end everything inside shelter was glowing... To fix it I had to change some stuff in hex editor, but usually changing material is enough

Could you explain how to change normal textures to glowing ones?
