  This replaces some of the ini settings from the "Fallout76.ini"
  
  -Faster Fade into instance times :star:
  -Faster Save Times
  -Faster Load Times 
  -Removes Startup Logo
  -Removes Startup Music
  -Removes Startup Video
  -Removes the Grass (there will be Bushes and certain grass assets attached to trunks/trees..etc)
  -Removes Dirty "Murky" water- making the water Super clear Under the surface
  -Removes some blur
  -Removes FOG (unless its a event/mission)
  Misc performance tweaks.
