1. make a backup of the Fallout76\Data\SeventySix - Textures05.ba2 archive 2. extract the archive to view the files. You will need a program such as B.A.E 3. replace the papermap_city_d.dds file with this one 4. re-pack the archive
I cannot give you a the ba2 file. 1 It would be against the nexus terms of service. 2 The file would be huge.

Just in case anyone is looking for how to install this and/or which archive to install this into, it is "Bethesda.net Launcher\games\Fallout76\Data\SeventySix - Textures05.ba2". Make sure you make a backup copy of the original archive first.
Neeher's video "Fallout 76 Tutorial | Installing Archive Edit Mods" helped me to figure out how to do this. https://youtu.be/64fVZ9JdwyY
GoldenTriangles, thank you for the map! It is excellent.
tod howard already promised to allow mods they just can't develop support for it at launch due to patches they're busy with https://www.pcgamer.com/fallout-76-will-have-mod-support-but-not-at-launch/ https://kotaku.com/there-are-already-mods-for-fallout-76-on-pc-but-they-m-1830228944?IR=T and they're not even commenting on external mods because they want to make money from mods
