I don't think so. The *BA2 file is set up with two XWM files. As I checked unpacked version of the voices(...).ba2 it seemed that they used different file formats there to *.fuz and *.lip. Never heard of those.
As I don't know if this only changed recently, I can only assume that they did change the file format since wastelanders. As well you cannot place the XWM files loose on its according location. They'll just get ignored by the game.
As I get the time I'll investigate on how to handle the FUZ and LIP formats...
Anyone have a sound file or link, I've never played StarCarft :-( Grew up in the cold war and did a lot of NBC warfare in the 80's so I do know what it sounds like historical
