That is simply Bethesda attempting to prevent the use of mods in Nuclear Winter. I personally duplicated the Fallout76.exe file in the Fallout 76 game folder and renamed it to "Nuclear Winter" I then duplicated my Fallout 76 Custom.ini and renamed it to "Nuclear Winter.ini" This second copy of Fallout isn't set to launch with mods enabled, its a vanilla copy. It's worth mentioning however, every update you will need to copy and paste the .exe and rename it again.
Thank you, I'm going to add this to my install line before I even load 11.5 for the 1st time. I renamed the Ba2 file to June.ba2 in honor of writer, performer (etc) "June Carter Cash", wife of the "Man In Black". ( I imagine the co-writer was more for the musical fit with notation / technical sides of the writing ). I see on Fallout Wikipedia / FANDOM that the version that was included by Bethesda in Fallout 76 was a cover performed by the New York-based "doo-wop" / "a capella" group named "Spank". ( "Copilot Music" is the name of the production house )
