Must be some problem with installation, it doesn't require any other mod.
One common mistake if this is your first mod, Fallout76Custom.ini (or Project76Custom.ini for xbox/ms store) is named incorrectly, for example Fallout76Custom.ini.ini or Fallout76Custom.ini.txt - in windows 10 you can press "View" in toolbar and check "File name extensions"
I'm at a loss then. Have about 20 mods installed and this is the only one not working, and it's at the end of my load order to make sure it overwrites any other changes. I'll try moving it around later and see if that causes it to start working.
