Is there something missing from the .ba version? Installed with Vortex and it did not show up in-game when I opened a lock. Appears to be installed properly otherwise.

Most mods work great and wont risk banning. Their statement of "not supported" just means they'll tell you to remove mods and try again before reporting issues.
It depends how far modding goes. So far, we haven't crossed any lines but mods like this test the limits. If at any point a mod goes too far and Bethesda sees it as far too advantageous over the non-modding community, they will have to take action against modding (or certain modding).
Actually, they said "Fallout 76 does not support the use of any mods, add-ons, or other third-party programs. Please be aware that the use of such applications may result in Fallout 76 not functioning properly." Which simply means, they are not responsible if a mod F's up your game or character. Maybe if someone does come out with a mod that crosses a line they may do something, but I highly doubt it. One of the biggest things people like about Fallout and Elder scrolls games is the mods. Taking that away would cause them to lose a huge amount of players. If anything, they should use the mods to gather information on what changes people want and implement them into the game. Lock picking and even a hacking mod really doesn't give you an advantage over any other players, only the game. While it may be getting close to the line, I highly doubt it's worth them worrying about.
K, looks like if you are using the ba2 version, you have to add it to the "sResourceStartUpArchiveList" entry now. At least, that is what seems to have fixed it for me.
