I'm not really sure much could be done unless mesh edits were allowed. Right now, the only things we can really change are textures, material transparency, and models that existed in Fallout 4.
For the glow sight, it may be worth trying Crimsonrider's glow sight mesh from his Restored Radium Rifle mod for FO4 and asking for his permission to include it if functional. I've used a few mesh replacers made for Fallout 4 in 76 without any issues. It doesn't include a plugin, so he must've made it fit with the default zoom data values (which I assume are identical to 76's).
Anyway, great mod. I haven't yet attained a Radium Rifle in 76, but I definitely wouldn't have used it without this (and a sound replacer, but I can easily do that on my own).
I do have a working repalcer for the glow sight. It's still in my test build while I try to remove those knobs on the receiver as well. I ended up using the reflex sight and moving it to line up with the glow sight.

As for consultation, when Gatling aims, it fills the screen extensively and is ugly, but is it impossible to create a mod to improve it?
