    This works great! I've had no issues and I no longer have annoying stutters.

    For those wondering what the ini file does, it simply removes texture streaming. Texture streaming is supposed to help the game's file size by streaming the textures to you through the server, rather than using the ones you downloaded. This can be horrendous for those with weaker internet connections. Turning that off makes you use the ones YOU installed with the game, instead of streaming the textures from another server (which causes the micro stutters and FPS drops depending on connection).

    (I most likely got something wrong, take what I say with a grain of salt. Do your own research to validate this for yourself.)

      Texture streaming (or mipmap streaming) does not mean it's loaded from a server. This is worded badly on some sites trying to explain what it is. It's a function to load textures (from your drive) during gameplay as needed instead of all of them during a loading screen, which improves performance on lower end systems (by using a bit more CPU power but much less VRAM) and reduces the need for and time of loading screens overall.

      The stutter can stem from too large textures needing to be loaded (e.g. many texture mods), or from too slow or busy drives (the textures need to be read from there when needed), or a too low memory budget for the streaming system (you may have a lot of VRAM, but that doesn't mean the implementation cares).

    This really works, went from fps drops to mid 30s in certain places to like 45-50 at worst. My PC is a potato by 2024 standards playing at 1440p high settings and this helps smooth out gameplay in demanding areas massively, thanks man.

    It seems to have made things better while also making loadings a bit slower. Sadly the game is still not as smooth as it should be with 144FPS and FPS drop to 50 in big cities and stuff but this and other tweaks helped it not make feel like 30 FPS all the time. Now 144 FPS feels like 50/70 FPS lol

    added a delay in game like pauses for a second when trying to fast travel . i9 13900ks + rtx3080ti 32gb ddr5 .

    when playing the game and doin events it stable and nice and smooth no micro stutter and the 5% lows are better and u dont get the sudden fps drop  also noticed a better avg fps wich i'm capped @ 150fps overall id say the little pause delay while fast traveling is worth it for the better and smoother game play experience

    Doesn't increase average FPS for me as I have a somewhat decent rig, HOWEVER it does stop that annoying bloody stuttering you can get.

    Hmmm, well, 3060 RTX here on an intel i7 6-core, gotta say interesting performance so far. Only had 1 crash when loading but overall not much change

    I haven't experienced any noticeable load time increase, unlike others here. In addition, most of the micro-stutter is gone and Morgantown doesn't lag nearly as much as it used to. So that's great. But, sometimes I now crash when fast travelling, which isn't something I've had to worry about before. It's a mixed bag for me.

    does not work, loading time increased by 1.5 times, friezes after loading (not always, but mostly)
    asus 1060 6gb expedition, 16gb ram
    After deleting the settings everything is back to normal.

      Same here, no changes beside getting horrible stutters and occasional freezes on fast travels.
