The 100 glow option is coming up in vortex as an invalid archive. Tried everything, including installing it manually, and making the ini read-only, and it refuses to work at all. Trying the 75 version, next.
75 installed correctly, without making Vortex throw any errors, and appears to work out of the box, no problem. The immediate difference is that the 100 has a Data folder in it, while 75 is just the file, without a file structure, so my suspicion is that Vortex doesn't like the Data folder being there.
I know very little about Vortex (not a fan of it personally), but it should have a way to manually restructure the archive. Even the old Nexus Mod Manager could do that, so it would be very, very, silly if they cut such a crucial feature. Mod Organizer simply knows how to work with the Data folder being in front, so I probably didn't give it any mind when I packed it.
Frankly, though, if that is all that the issue is, you can just extract the archive and repack it inside the Data folder yourself, then import it into Vortex.
EDIT: Since I was in a good mood and it took me less than 15 minutes to do, I added the reddish orange color you requested.
If you want to change it yourself, it's very easy to do so.
All you have to do is extract the BGSM material file, open it up using a normal text editor like Notepad or Notepad++, or use the BGSM Editor program posted on Fallout 4's Nexus. Then all you need to do is find the Emittance Color and change that to whatever you want:

It appears to be a problem when the 2k clothing and outfits mod are enabled. When I disabled the 2k mod the crystals turned green. Dont know why the interfere with each other.
Are the glowing parts shared between the statues and the other scorched (scorchbeasts, scorched mirelurks, etc...) shared? If so, can you make them glow turquoise or blue please?
Each mob has their own texture, so no they aren't shared. The statues have their own textures, as do all the other creatures.
Do the scorched mirelurks even have ultracite crystal chunks embedded in them? I'm pretty sure most of the "scorched" variants are just pink-ish-brown reskins. Though I haven't really played F76 in a few months now so I could be wrong.
No, only their bodies glow but the crystal chunks on them don't glow without this mod. That means they have to share the crystal texture with the scorched

I no longer have Fallout 76 installed, so if you guys wanted to submit some screenshots of the new ORANGE color crystals, that would be very helpful!

I dont know why. But all the crystals turned blue instead of green. Any idea why they all turned blue?
