i have analyzed and compared this ini file to many other ones. And my conclusion is that this ini file is one of the worst i have seen so far. There are so many things changed that introduce problems, crashes and bugs. also many values changed that should not be changes cus they dont influence performance by even 0.1%. So I do not recommend using these Ini files.
From your concrete analysis and comparisons, can you share what values and/or things that should be added/changed for a noob such as myself? I recently started playing Fallout 76 again and I need the best settings possible, thanks in advance.

Obviously, since it's essentially removing any and all graphical fidelity options. There is a much easier fix that will make your game look fairly nice. Delete all the inis in ..My Games\Fallout76. Run the game and select Medium or High overall quality settings. Change Textures, Water, Lighting and Shadows to High, Shadow Distance to Low.
Create Fallout76Custom.ini with at least the following line; [Display] iPresentInterval=0
Run the game without stutters and without having it look like an absolute potato.

You might consider including a second copy of the files renamed to: Fallout_Depliser-info.ini Falloutcustom_Depliser-info.ini FalloutPrefs_Depliser-info.ini Some people won't want your lines that inform of your changes to be in their game-loaded INI files – such as: bDisableAllGore=1; Turns off bodies/parts exploding in blood or gibs. Please consider adding something like this to your instructions. (most importantly, it's about doing a backup) 1. Make a backup copy any of your files that are in your "Fallout 76" folder in your "My Games" folder: Fallout.ini Falloutcustom.ini FalloutPrefs.ini
(I rename them so they include the date of backup: Fallout_08-02-2022_Backup.ini Falloutcustom_08-02-2022_Backup.ini FalloutPrefs_08-02-2022_Backup.ini)
2. In a separate folder, Unzip my downloaded file.
3. Copy my INI files and paste them into your "Fallout 76" folder.Select yes to replacing your own.
