Sadly not working. I think the target files are \Fallout76\Data\sound\fx\fx\fatmanbomb\fx_fatmanbomb_by_01.xwm and fx_fatmanbomb_by_02.xwm
Edit: I'm an idiot: I was wanting to replace both versions of the screeching/ whistling. This was intended to replace the explosions right? Still can't get it to work though!
