Both ini work as intented now, i had problems at uploading two different versions. And the trick was in changing the rar name of the second file, Enjoy.
I am running into an issue I used your ultra 8gb file I only changed the resolution to match my monitors resolution but now when I interact with any object in power armor I get stuck in place for a bit if not forever. I fell into some water in power armor and was not able to move at all
After having put the file in I closed the game after having the issues, Deleted the settings file all together launched the game and most likely had it generate a new one and I no longer have the interact delay/stuck in place issue
I don't remember exactly wich line, but the lines that affect shadows are the ones that have the word "shadow" conveniently in it, those lines are in the display section in my steam guide, its the first section. You can skip the shadow distance lines, if you don't like the shorter shadow draw distance although it harms performance.
That happens when the settings are not in the parameters that i set/recommend. If you downloaded the ini file and replaced it correctly, there shoudn't be any bug with water, if you follow the guide on steam it also shoudn't happen.
Im not saying you did but if you played around with the settings too much or changed something outside of the guide (like putting a specific setting too low in the file) you will have issues, so im not saying you did but if for some reason you changed something, check the guide or simply download the ini file and make sure its installed correctly and nothing override it.
There is no reason on why it would run worse, you must have done something wrong.. read the steps. About quality of course it would look a bit worse but its more noticeable at distance only, there is no way to optimize this game without quality loss unless bethesda update their messy engine.
hey when i installed this mod the fps severely went down, and no matter what when i tried to make a new prefs file it was still going. my fps originally was averaging around 75. i remember when i first installed the mod i renamed the mod prefs file to fallout76custom and made it read only. did that have anything to do with the fps drop?

EDIT: I managed to quickly fix it, one of the recent updates broke my settings, but now it should work properly.
