I kept getting strange results with ReShade 4.6.1 Specifically, it for whatever reason had two MultLut effects enabled and one of them made the entire preset green; disabling it would work but no changes were saved (so you'd have to disable it every time). I tried version 4.3.0, and the problem went away. Anyone with a similar issue should try that version. You can get older versions here: https://www.mediafire.com/folder/8ar1jhh1809cl/ReShade_Repository#7lxhmiy4o4r3a
Try Prod08 effects in ReShade, some good lut presets right here or FilmicPass a classic. Monochrome drastically reduces the colors and saturation for a "Grim" Stalker look. But, the best way to have a personnal and unique look is qUINT Lightroom for me. This let you tweak colors saturation, Exposure and much more.
This remains one of my favourite Fallout 76 reshades (that still work reasonably well with current Reshade 4.3.0). So far my favourite LUTs are "Her" and "York."
To save someone some time, if you ever switch on performance mode to get rid of the black artifacting and try to change your LUTs later but find you don't have the option to any longer -- Remember to turn off performance mode. It locks all LUT options until it's disabled with the current version of Reshade.
But, for some reason. This one refuses to work. Or, more correctly, it works but the Popup Menu refuses to work, so i can't change anything and i am stuck with a default one.
My installation: Removed all reshade files from an earlier set. Installed (with admin rights) the Reshade 4.02 from the reshade website, clicked Fallout76.exe and the directx10. It asked to download some files, i said Yes. Downloaded, and installed. Then, i copy pasted your files into the same fallout76.exe directory. Overwriting where needed.
EDIT: The combination is NOT "SHIFT + F2" but it's simply the "HOME" tab. works now.

Hope that saves someone a headache later. :)

Edit: Fixed it by opening it in the menu instead. Had to open and close a few times for it to work, but after that it should every time.
