No, I don't think that it's possible to show the skin color w/the existing nif. I more or less copied a color from FO4 version, but with differences in lighting, etc..

well i was able to get the mesh nif and removed the stocking entirely , now i can see my EVB Legs. made some bodyslides for it too.
I'm using the newest version, I've checked very carefully over everything in Vortex and FO76 files to make sure they say exactly what all the instructions say they should, but I can't see any difference.
Since you fixed the fishnets, think you could fix the gloves? it uses the secret service underarmor gloves instead of the outfit when you have it equipped.
I'll take a look, but it's unlikely this can be fixed by anyone other than Bethesda. It probably is missing the flags that say I cover this body slot(s). While in prior games that could be adjusted in the mesh/nif, 76 sets those flags in it's ESM data, which we can't really modify. Possibly why the transparency on the fishnets don't work right either.
I spent some time trying to get the Nuka suit helmet to not hide hair, which has the same issue. I can remove the liner, but just end up bald, regardless of the flags I set on the nif..
Ya, it looks like they didn't set the hand slots on the outfit, the underarmor does have slot 34 (L Hand) and slot 35 (R Hand) set, so possibly why it uses those instead.
I think Bethesda would need to fix that in the ATX_AAClothes_BloodEagleMerc_Charmer2 [ARMA:0060EDD0] record They also assigned it slot 57 which is odd

I normally just use loose files with Baka, guess I need to test the ba2 stuff more.

edit: Hm, doesn't seem to be working for me. Still looks like the tights.
