This is how I use it with Fallout76 Quick Config with my Steam version of Fallout76.
You'll need to essentially make your own mod file using the the colors you want from the original Glowing Items file.
1) Make a new file, doesn't matter where, name it what you want.
2) Choose the item you want in the color you want, copy that .ba2 file into your new folder.
3) Copy the material file from that same item into your new folder.
4) Once you have all the items' .ba2 files and their respective material folders copied into your new folder, you can then drag it or open it on the "mods" page in Fallout76 Quick Config, Deploy, Save and voila you're done.
*note, you can copy and paste multiple "materials" files into your new folder and all the new files will be added to the existing materials file without replacing the existing files.

It might be obvious but just FYI the order you put the BA2's in the INI determines the color priority. For example if you set Ceramic to white first, then Springs to red later on the list, if an item in the game has Ceramic and Springs it will glow red. So always start the list with the least important colors, and end with the most important.
Has anybody had any success with removing an item from one of the ba2 archives?
For example removing "\Materials\Props\giddyupbuttercup\buttercup.bgsm" from "Glowing Screws - Green.ba2"
I downloaded the Fallout 4 Creation Kit from Steam and used "steamapps\common\Fallout 4\Tools\Archive2\Archive2.exe" to open "Glowing Screws - Green.ba2". I selected the line "\Materials\Props\giddyupbuttercup\buttercup.bgsm", pressed Delete and saved the file.
But now in the game NONE of the items with screws are green anymore. (If I restore the original "Glowing Screws - Green.ba2" it works again.) Am I doing something wrong when saving the ba2 archive? Should I not use the Fallout 4 Creation Kit?
How funny, I just updated my mod to do just that. https://www.nexusmods.com/fallout76/mods/2404 However, this features adds the original bgsm to override and replace the glowing effect. Successfully turning off the glow of one item.
For those of you on Windows with steam or through the windows store who might be having trouble loading this and other .ba2 files, I AM NOT using a "Fallout76Custom.ini" mine is called "Project76Custom.ini". This is where I have my "SResourceArchiveList2=my-mod-file-1.ba2,my-mod-file-2.ba2" info and mine CAN NOT have spaces in it or it will not work.
