0. Install other mod that changes game strings
!!! BACKUP your folder "Fallout 76\Data\strings" before next steps !!!
1. Download and extract XML-files of my mod 
2. Download and run xTranslator- https://www.nexusmods.com/skyrimspecialedition/mods/134
3. Options -> Dictionaries and languages
- check correct game path
- select your language (Tagged plans support en and ru)
4. File -> Load Esp/Esm
- select SeventySix.esm
5. Tools -> Load .Strings as translation
- select your strings-file in Data\strings
- select option Everything
6. File -> Import Translation -> XML files (xTranslator)
- choose XML-file you need
- select options Everything and Use FormID references
You can sequentially add all files you need for a specific combination of lists, eg Rare+Events or Rare+Ops+Events or others
7. File -> Finalize STRINGS as..
- overwrite your strings-file in Data\strings
8. Enjoy!
