The Salem Raiders are an eccentric gang of Raiders occupying a geologically unlikely large cavern in the granite bedrock underneath Salem. The cove was first occupied by Native Americans centuries ago, and was often used as a place of meditation, storm shelter, and religious ceremonies. With the conquest of the Americas by Europeans, the cove found a new lease on life as a secure location for black market commerce in the colonial era. The cove would pass into obscurity in the late 19th century, and became more of a hangout for local kids looking to party and homeless junkies getting their next fix.

When the bombs fell, a group of industrious citizens from Salem would occupy the cove, learn to fish, and settle a small but well-protected community. They died from radiation poisoning from eating the fish. A century later, another group of settlers would occupy the same cove, and teach themselves to fish and cultivate mushrooms in the dank caves. Radiation had decreased significantly enough that this settlement had success where the other had failed. Three generations of fisherman were born, raised, lived, and died in that settlement.

How exactly the Raiders that were to become known as the "Salem Raider Gang" were able to topple a settlement that had endured and fought off other raids for a hundred years is a matter of speculation and rumor. What is for sure though, is the Salem fishing village met a sad an watery end with all occupants either killed, executed by drowning, or sold into slavery.

The Salem Raider gang draws their theme and even some equipment from the insane amount of Halloween merchandise to be found in a Salem village that was frozen in time in late October 2077. They are Raiders, to be sure, and while they will force themselves to fish in lean times, they prefer to get their food and other goods from robbing merchant caravans that pass along the road to the west of Salem. The Salem Raiders are known to prefer killing their victims by tying their legs to cinder blocks and throwing them in the ocean or even their chilly water of their own cove. The Salem Raiders are reportedly led by a particularly brutal and competent married couple who call themselves the Pumpkin Queen and King. As a general rule, Raider gang bosses have a high turnover, but the King and Queen have been the undisputed leaders of the Salem Raiders for over two decades - which itself speaks for how dangerous this gang can be.

Salem Raiders can be also found topside in southern Salem, scavving for food and keeping an eye out for the next caravan to hit.
