I got home and saw it from the Latest Files and I thought it was a coincidence that someone just-so-happened to make exactly what I was hoping for. Hah, Thank you.
I think the true answer to that question is that it just isn't as art deco as Bakelite. If you Google 'art deco Bakelite', you get thousands of items that fit right into the Fallout universe. If you search for 'art deco carbon fiber', all you get are some post modern pieces that might look like cute novelties in the Institute, but that's about it.
I think it's more that in this universe they found a miracle shortcut to use the current tech in new ways. So there was not much of a need to research other materials because many of the shortcomings were bypassed by the enhanced tech and nuclear unlimited energy.
Also with a war going on and all the tech being driven by this war you can imagine that scientists might not of even had time to work on those kind of things. Most of the research in Fallout seems to be in energy, electronics and weaponry with little to no materials research.
I'm pretty certain the vanilla pip boy is either steel, aluminum or manganese. (the military of today often special orders electronics with magnesium casings because it is incredibly tough and lightweight.)
