Great weapon! Though I wish it were more like a comical freeze ray that freezes on contact. Wish I knew how to add the paralyzing enchantment while keeping the cryo effects. :p
Yeah - I've tried raising the "EnchCryoFreeze" enchantment to 10,000, but I've never seen any difference in the frequency of "freezes".
If there's anyway to make it freeze each and every time, I don't know of it. That being said, I made the Freeze Ray as an exotic yet balanced weapon for my scientist character Doctor Xorn, so I didn't want it overpowered anyway (and she doesn't even use it now; it gets issued to her Amaxorn and Fembot Cryogenicists to help guard her Settlements).
It's only supposed to freeze on crits when they die; kinda like the laser disintegration critical hit effect.
Under the Hood: the Freeze Ray's Crit Effect is set to "CritCryo" and the "On Death" box is checked - just like the cryolator.
The freezing effects on normal hits (the target being paralyzed or slowed) is a function of the "EnchCryoFreeze" enchantment whose level is set to "0" just like the cryolator; the frequency seems to depend on their remaining health.

Not sure if you could change the range on the Cryolator
You could create a "Gatling Freeze Ray" yourself... and it's much easier than you think.
Just download FO4Edit, extract it and follow the directions for setup - which is pretty much just renaming the TES5Edit application to "FO4Edit".
Run the application and it will detect all the .esm and .esp files in your Fallout 4 directory and will automatically select all of them to open; you should deselect everything and then check just the Fallout4.esm and open it. It'll take it a few seconds to open all the files.
Find the weapons tab, expand it and find the Gatling laser file. Now it's just a matter of changing file entries around; cross reference with the Cryolator file for the freeze effects and frost hit markers and with the Institute Laser Gun file for the blue beam effect. It's really just a matter of copy & paste or you can just click on a given entry and use your mouse wheel to scroll up and down for the different effects. Change the damage type to "cryo".
Save your new .esp file and enjoy.
If you have any detailed questions, just Google "FO4Edit tutorial" and do a little reading and just play around with FO4Edit. That's what I did.
-sigh- I just noticed last night that when you craft the Freeze Ray, you also (still) get about a 150 alien power cells...

EDIT: Well now... I can't seem to figure out what entry in the files grants the alien power cells when you receive the alien blas- um, er receive the Freeze Ray. Just count it as bonus, I guess. :-(
