At Which point is the recipe supposed become available? just collected the first serum sample and am not able to create the diluted serum. - great mod by the way
Effects on Mysterious Serum were changed to 4 hour duration, up from 1.
Diluted Serum removes the strength buff (I may put a small one back in, after playing the quest a few more times), lowers the rad absorb from 10 to 2.5, and lowers the damage resist buff from 50 to 10. Duration is 8 hours.

Its my boilerplate credits. Although.... if you get a lifetime supply, maybe that WOULD be the requirements =3
